First is the standard remanufactured longblock which will be the cheapest option overall. The other option wil be the power package which you were looking at. This will be about the only way to upgrade without going to a complete drop in bobtail package. There really aren’t any EFI power package options since you would be missing too many of the needed components such as wiring harnesses,e tc. Hi I have got a 1987 Sea Swirl with the 4.3l gm; It has 0 compression in cyl 5, and generally is shot all around (bad comp in other 5 cyls too, carb is bad, intake is questionable (looks cracked). Looking for a complete long block possibly the newer setup would like to get a bit more power out of this thing, maybe a cam or fuel injection if such animals exist for it.
