OK here are your different options.

New Engine Option
As of January 1st 2011 the new “carbureted” engines are no longer available due to EPA regulation, except in special cases when the original engines are returned as cores. Since all the new engines being sold have to meet the new EPA catalyst guidelines the carbureted engines would not comply. Therefore I’m quoting you the catalyzed EFI engines

Plus Series Remanufactured Engine Option
225 Hp 4 Barrel Carbureted Engine –

The plus series engines will be a remanufactured longblock with all new accessories (fuel, electrical, exhaust, cooling, etc)

Is everything new at the cpo engine without the block (Starter, Exhaust, Alternator ,Water pump, Fuel Pump mm)?, 
I think even  I should mounting a fresh water cooling system, must I do it self or can you do it before you send the engines to me?

No, the carbureted engine listed below is the Mercruiser CPO version.  The only way to do a new 4.3L engine would be the partial, that being a Par Pac model (see link below).

None of the manufacturers provide fuel consumption data for the petrol powered engines however I can tell you the difference between the carbureted and MPI engines is very small.

I am most interested about two new Mercruiser  4,3 w/4 carb or mpi  ( ? how much work to change to mpi ) with different rotations and want to know how much I most  pay for that.
Alternative what one long block  w/4 intake with new  exhaust kit, starters, alternators and mounts kit would cost
